Guidance Note for Assessing Rule of Law in Public Administration

This Guidance Note aims to provide UNDP practitioners, government counterparts, academics, civil society representatives and other development partners, with a better understanding of the necessary links between the rule of law and public administration. This Guidance Note is based on six clearly defined rule of law principles with a specific and direct bearing on public sector service providers: legality, accessibility, accountability, the right to be heard, the right to appeal and transparency.
